Regular Board Meeting – April 14, 2010
CALL TO ORDER
The meeting was called to order by President Rick Wetzel at 7:03 p.m. with the following members present: Bill Blackburn, Rob Hunt, Archie Neil, Amy Nieman, and Mr. Wetzel.
APPROVAL OF AGENDA
MOTION Hunt, second Neil, to amend the agenda by moving item VII.f. 2010-2011 School Year Calendar from Consent Calendar to Board Action Item IX.b. MOTION CARRIED; Voting Aye – Blackburn, Hunt, Neil, Nieman, Wetzel.
HIGH SCHOOL STUCO REPORT
STUCO reported Global Awareness Week was held last week; Juniors are currently making final preparations for Prom which will be held on Saturday, May 8th; Tea & Capping will be held on May 25th; and Graduation will be held on May 28th. Official graduation invitations were distributed to the Board of Education.
ACTIVITIES DIRECTOR REPORT
Activities Director Brian Gustafson reported Middle School Track had their first track meet today in Falcon and will host two meets at the high school on 4/28 and 5/5; Mathletes have had two competitions with 15 participants and 7 awards at the league competition; Knowledge Bowl – Grade 6 finished 6th out of 13, Grade 7 will compete on 4/15, and Grade 8 will compete on 4/22.
7th Grader Shawna Griffin attended the National Junior Olympics and participated in the Air Rifle competition. She earned a Silver Medal in Air Rifle and a Bronze Medal in the small-bore competition.
High School spring sports is in the midst of league play: Soccer is 2-5-1, Baseball 8-4, Track presently 2 athletes in the “Top 18” of their respective events and the second annual ‘Panther 2 Panther’ track meet will be held Saturday, 4/17 at Harrison High School.
High School Activities: Spring Musical Seven Brides for Seven Brothers will be 4/29 – 5/1; Madrigals received a “perfect” rating from 2 out of 3 judges at contest.
WINTER GUARD PRESENTATION
High School Band Director Darren Dukhart was thrilled to announce that Winter Guard is the 2010 State Champions. This year’s Winter Guard members are Ashton Courtney, Liz Cogan, Morgan Buck, CeCe Shutts, Abrianna Ganoza, Allie Buchholz. There were instructed by coaches Trisha Stone Anthony and Jonette Dukart.
DAC STATE BUDGET REDUCTION PRESENTATION
Superintendent Arseneau presented the Colorado Revenue issues, how education is currently funded, the State Budget Shortfall, and the potential financial impact on Woodland Park School District.
Mr. Arseneau shared that due to our declining enrollment, along with the projected minimum decrease from the state of 6.12% we are currently looking at an approximate loss of 7.75% which = $1.2 million. However, with no set dollar figures it could go as high as $2.4 million. The state is currently looking at their budget and real numbers will not be known until May when the State Legislature approves the final state budget. Due to the projected loss of $1.2 – 2.4 million, district budget teams were established in Technology, Finance, Staff Contracts, Special Education, Transportation, Maintenance, and Activities/Athletics.
Each team leader reviewed their Tier 1, Tier 2, and Tier 3 budget recommendations. After each team leader completed their portion of the presentation, the board had the opportunity to make comments or ask questions.
DAC Chairman Doreen Ward reviewed the current survey summary results showing the results of best ideas to worst ideas and the breakdown of the number of participants and whether they were parents, community, or staff. The survey will remain open through early May. Mrs. Ward asked if there were any final comments or questions.
At the conclusion of the presentation, Mr. Arseneau thanked Mrs. Ward, members of the District Accountability Committee, and team leaders for all of their hard work; Ron Billings, Jeff Gatlin, and Linda Murray, for all of their additional work on preparing the PowerPoint and Survey.

DISTRICT RETIREMENT CELEBRATION
Superintendent Arseneau informed the Board of Education that the district retirement celebration will be held on Thursday, May 13, 2010 from 4:30 – 5:30 p.m. in the High School Commons. The following district employees are retiring: Columbine Elementary – Peggy Christie; Gateway Elementary – Marie Schraven; Summit Elementary – Jean Drew, Kathy Lyons, Win Lyons; Middle School – Karen Downing, Mark Downing, Jan Schultz, Bev Struck; High School – Patti Carl, Deborah LaBarre, Kate Lisi; District – Guy Arseneau, Howard Drummond, Sheila Silfvenius. Official invitations were distributed to the Board of Education.
HIGH SCHOOL GRADUATION REQUIREMENTS FOR CSAP
Assistant Superintendent Linda Murray informed the Board of Education that the high school is proposing that all students must score at least a partially proficient on CSAP as a graduation requirement. Mrs. Murray distributed the proposed requirements (Addendum A) for the board to review. After discussion, it was determined to discuss this further at the April 28th Board Work Session.
This discussion led into another discussion on how can we make CSAP relevant to all students? Board President Rick Wetzel asked the board, administration, and audience members how they felt about possibly tying the district calendar to CSAP. For example, if the district scores above the state average in all categories school and staff get out of school a week earlier as an incentive. Comments/Questions/Concerns: something worth discussing, concerned the 10% who don’t take the test seriously or are truly struggling academically will dominate the 90%; what does motivate kids and would that even be enough of an incentive; one size fits all – not easy to do, but a good discussion to have; at Middle School food and the dance motivates them to do well; concern of social impact at High School – Juniors/Seniors vs. 9th/10th; good intent – exit exam could be a logistical nightmare; new standards are coming out but we will be taking the old tests for a while; concern to end school early as it is already difficult at the high school for teachers to cover the necessary curriculum.
RESOLUTION FOR NON RENEWAL OF CONTRACT
MOTION Blackburn, second Nieman, to approve the resolution for non renewal of contract as presented (Addendum B). MOTION CARRIED; Voting Aye – Blackburn, Hunt, Neil, Nieman, Wetzel.
2010-2011 SCHOOL YEAR CALENDAR
Board Secretary Amy Nieman suggested prior to voting for the school year calendar that the board consider adding a disclaimer that the calendar may change due to the possibility of state and district budget changes. The board agreed to have the disclaimer added to the calendar. MOTION Neil, second Hunt, to approve the 2010-2011 school year calendar. WPEA REPORT
WPEA Representative Lois DeVaux reported 2 staff members who are out of sick leave and have also exhausted their days through the sick leave bank are in need of additional sick leave days so WPEA is asking teachers to volunteer days; WPEA members Thad Gemski and Laura Lee Barron will be attending the National Education Association conference.
ADMINISTRATION REPORT
Supervisor of Finance Ron Billings presented the March 31, 2010 Quarterly Financial Report (Addendum C).
Mr. Billings informed the board that Park State Bank made a strategic decision to have us move our accounts to another bank so they no longer have to pledge assets to cover public funds. After checking with other banks we will be moving these accounts to Vectra Bank and new signature cards need to be signed.
SUPERINTENDENT’S REPORT
Superintendent Arseneau recognized and thanked all the music teachers and students for a great Celebration of Music in Our Schools concert. It was a great program with a moving finale. Woodland Park Music Faculty include: Lori Meyers at Columbine; Eileen Levin at Gateway; Brenda Baker at Summit; Cherese Bennett and Bryan Critchlow at Middle School; Connie Campbell and Darren Dukart at High School.
Superintendent Arseneau reviewed dates for the board to mark on their calendars: School Board Work Session on Wednesday, April 28 at 5:00 p.m. in the board room; Intern Sponsor’s Breakfast on Thursday, April 29 at 7:30 a.m. in the board room; Senior Citizen Brunch on Friday, May 7 at 9:30 a.m. in the High School Commons; School Board Meeting on Wednesday, May 12 at 7:00 p.m. in the board room; State of the District presentation on Tuesday, May 18 at 4:30 p.m. in the Auditorium; High School Graduation on Friday, May 28 at 7:00 p.m. at the Pikes Peak Center.
Superintendent Arseneau distributed information from the Teller County Resource Center which includes information on some of the upcoming affordable housing projects in our area. This has been an ongoing project in our community for the past several years.
Superintendent Arseneau distributed information from Aponte & Busam which shows how the state budget reductions are affecting schools in our area.
Superintendent Arseneau informed the board that our bond consultant David Bell has reviewed our bond payment structure and is recommending a refinance of our current bonds. Mr. Bell would like to give a brief presentation to the board at the April 28th work session. The board agreed to add him to the April 28th agenda.
Superintendent Arseneau distributed a flyer on the upcoming Electronic Recycling at the High School.
Superintendent Arseneau reported to the Board of Education that a total of 117 students are enrolled in Home-Based Education Programs.
BOARD OF EDUCATION REPORT
Board Director Archie Neil distributed samples of board agenda formats that include mission statements, purpose, and/or vision. Mr. Neil asked the other board members to review and consider.
Board Vice President Rob Hunt asked where we are on the electrical upgrades. Superintendent Arseneau informed the board that Honeywell would like to meet with two board members to discuss the proposal and reduction in rate previously proposed. Board President Rick Wetzel and Board Director Bill Blackburn agreed to attend. Mr. Arseneau will e-mail a date when confirmed.
EXECUTIVE SESSION
The Board did not go into Executive Session as personnel matter was resolved.
