Regular Board Meeting – June 9, 2010

CALL TO ORDER
The meeting was called to order by President Rick Wetzel at 7:01 p.m. with the following members present: Bill Blackburn, Rob Hunt, Archie Neil, and Mr. Wetzel.

APPROVAL OF AGENDA
MOTION Blackburn, second Hunt, to approve the agenda.  MOTION CARRIED; Voting Aye – Blackburn, Hunt, Neil, Wetzel.

DISTRICT/COMMUNITY SPOTLIGHT
Board President Rick Wetzel thanked Superintendent Guy Arseneau for all his years of service to our district and wished him a happy retirement.  The Board of Education presented him with a gift certificate and cake was served.

CONSENT CALENDAR/Blanket Motion
MOTION Hunt, second Neil, to accept administrative recommendation and approve action on the following items:

LIGHTING UPDATE
Superintendent Arseneau informed the board Dave Vanderham of Nunn Construction will be sending out the RFP by the end of this week.  There still may be an opportunity for local electricians to perhaps sub-contract on the smaller projects.  The hope is to have the figures available for the June 23rd Work Session. 

CASB COMMUNICATION PLUS SUBSCRIPTION RENEWAL FOR 2010-2011
Superintendent Arseneau informed the board the invoice for renewal has been received and asked the board if they find the information useful and want to continue the subscription.  The board decided to continue the subscription.

OFFICIAL STATEMENT
Director of Business Services Ron Billings reviewed the official statement that accompanies the bond refunding and encouraged the board to review as it is very informative.

CO STATE BOARD OF EDUCATION MODEL DISTRICT ACCREDITATION CONTRACT
Superintendent Arseneau presented the accreditation contract to the Board of Education for approval (Addendum A).  MOTION Neil, second Blackburn, to approve the Colorado State Board of Education Model District Accreditation Contract as presented.  MOTION CARRIED; Voting Aye – Blackburn, Hunt, Neil, Wetzel.

TRANSPORTATION FEES FOR 2010-2011
Superintendent Arseneau presented the $50 per student/$100 max family transportation fee to the Board of Education for approval.  MOTION Blackburn, second Hunt, to approve the transportation fee as presented.  MOTION CARRIED; Voting Aye – Blackburn, Hunt, Neil, Wetzel.

FINAL ADOPTION OF PRELIMINARY BUDGET RESOLUTION 2010-2011
Director of Business Services Ron Billings presented the preliminary budget resolution 2010-2011 to the Board of Education for approval (Addendum B).  MOTION Neil, second Hunt, to approve the final adoption of preliminary budget resolution 2010-2011 as presented.  MOTION CARRIED; Voting Aye – Blackburn, Hunt, Neil, Wetzel.

CHANGE JUNE 23RD WORK SESSION TO SPECIAL BOARD MEETING, CANCEL JULY 14 REGULAR BOARD OF EDUCATION MEETING – CHANGE TO WORK SESSION
MOTION Blackburn, second Hunt, to change the June 23rd Work Session to a Special Board Meeting, cancel the July 14 Regular Board of Education and change to a work session from 12:00 – 5:00 p.m.  MOTION CARRIED; Voting Aye – Blackburn, Hunt, Neil, Wetzel.

WPEA REPORT
No report.

SUPERINTENDENT’S REPORT
Superintendent Arseneau informed the Board of Education that High School Science Teacher Aaron Sams has received the Presidential Award for Excellence in Science.  Mr. Sams will receive a $10,000 award from the National Science Foundation and an expenses-paid trip to Washington, D.C. for an awards ceremony and several days of educational and celebratory events, including visits with members of Congress and science agency leaders.

Superintendent Arseneau thanked the Board of Education for all they have done and has enjoyed working with them during his 4 years at Woodland Park.

Superintendent Arseneau distributed to the Board of Education an update from Commissioner Jones on the revised state standards and new upcoming assessments.

Superintendent Arseneau deferred to Assistant Superintendent Linda Murray on a new textbook adoption.  Mrs. Murray informed the board that the middle school is ready to purchase a new middle school science textbook.  The order will be for classroom sets only and will be available online.  The textbook will tie-in directly to the new Colorado State Standards.

BOARD OF EDUCATION REPORT
Director Archie Neil submitted his letter of resignation that was read by Superintendent Arseneau.  Mr. Neil has taken on a new position and feels his time needs to be dedicated to his new job and his family.  His resignation is effective July 1, 2010. MOTION Hunt, second Blackburn, to approve the resignation of Director District A Archie Neil.  MOTION CARRIED; Voting Aye – Blackburn, Hunt, Wetzel. Abstain – Neil.

EXECUTIVE SESSION
MOTION Blackburn, second Hunt, to adjourn to executive session at 7:38 p.m. for a personnel matter pursuant to C.R.S. §24-6-402(4)(f).  MOTION CARRIED; Voting Aye – Blackburn, Hunt, Neil, Wetzel.

MOTION Blackburn, second Neil, to come out of Executive Session at 7:46 p.m.

DECISION
MOTION Hunt, second Blackburn, to terminate the employment of “Teacher A”.  MOTION CARRIED; Voting Aye – Blackburn, Hunt, Neil, Wetzel.

ADJOURN
MOTION Neil, second Hunt, to adjourn the meeting at 7:48 p.m.  MOTION CARRIED; Voting Aye – Blackburn, Hunt, Neil, Wetzel.
